Our Story


We are a small boutique insurance consultancy in Oakland, CA with almost 30 years in the business helping businesses develop and take care if their employees.  Our background is working with very large employers and leveraging those skills to bring quality benefits and services to those in the small and mid-sized segment.  We also work with individuals who are separating from service and need help in managing those transitions, or those whose benefit plans do not meet their individual needs and are searching for more resources.

Our founder, Patrick Burns, has been a leader in the industry, serving for many years in leadership positions in the industries association, the National Association of Health Underwriters.  He has served for a number of years as President of the local Golden Gate Chapter as well as the California chapter, and has spoken often at industry events on current legislation, industry issues and compliance.  He has testified as an expert witness in insurance industry litigation and in the state Senate Health committee in California on Self-funded plan issues, and is on the NAHU legislative council.  He currently is on the Foundation Board of North East Medical Services (NEMS), a community health care organization, and is the Chair of the CAHU foundation and the CAHU PAC. 


Professional Services

Our goal has been to offer a variety of services to all levels of employers, from full HR outsourcing to simple employee benefit plan consultation, to the assistance in buying a term life insurance plan.  Because we are a small shop, we do not have the requirements of a large organization in terms of legacy systems, overhead and turnover, and therefore our fees are small or non-existent.  But at the same time, we can produce the same level of service and excellence as many of our largest competitors.
